1). The innovation wisdom base for Photocatalysis on Energy and Enviroment(能源与环境光催化引智基地

Launched by Ministry of Education and State Administration of Foreign Experts Affairs, “111 Project” aims at introducing 1,000 excellent talents from the top 100 universities and research institutes in the world to build high-level research teams and establishing about 100 world-class bases for introducing talents of discipline to universities.  The objective of Project 111 is to set up world-class institutions of higher education and first-class disciplines in China in this century.

Project 111 “The innovation wisdom base for Photocatalysis on Energy and Enviroment” was approved in 2016. The State Key Laboratory of Photocatalysis on Energy and Enviroment (SKLPEE) in Fuzhou University, Fuzhou (FZU) serves as a research platform for the project. Combining the key subject fields of the country's development and FZU’s strengths in photocatalysis on energy and enviroment, the mandate of Project 111 is to focus on the frontiers of photocatalysis, on national goals and on scientific innovation. Scientific exchanges and collaborative research projects will be organized by introducing a principal scientist and excellent researchers from important over-seas universities or institutes. Consequently, FZU is expected to make major advances in key areas of excellence such as teacher training, disciplinary development, academic exchanges, scientific research and so on. By these means, a high-level research team will be formed that will gradually become excellent and will have internationally significant impact.

There are 11 overseas researchers in the innovation wisdom base for wide ban-dgap semiconductor and micro-nano electronics, including the overseas academic master, Professor Kazunari Domen from the University of Tokyo in Japan, who has studied various semiconducting materials including oxides, (oxy)nitrides, and (oxy)chalcogenides for photocatalytic water splitting under visible light irradiationand, and overseas academic backbones, Professor Ib Chorkendorff from Technical University of Denmark, Professor Frank Würthner from University of Wurzburg in Germany, etc. The level of research and research achievements of these overseas academic backbone in their respective disciplines ranked top 20 in the world.

The wisdom base has 16 national research backbones, led by well-known national scholars and experts in this discipline, constructed by more than ten doctoral mentors and related professional with extensive experience in scientific research, academic attainments deep teachers, research staff, and they all have long-time of study abroad experience, and have long-term cooperation with the invited overseas members.

——福州大学获国家首批地方高校“111计划创新引智基地立项

2016年我校获国家首批地方高校“高等学校学科创新引智计划”(即“111计划”)立项,“111计划”之前主要面向“985高校”,今年是首次面向地方高校开放,福州大学化学学院抢抓机遇,及时论证,围绕福建省发展战略需要和我校学科优势,由光催化团队申报的“能源与环境光催化创新引智基地”成功获批,该基地的建设促进我校国际化师资队伍建设、学科建设、科研成果的发展,将为我校争创一流大学和一流学科带来新的机遇。

化学学院遵循“紧扣中心、创新思路、重点突破、提升服务”的工作理念,坚持“内培外引并举、稳定引进并重、培养使用并行”的方针,高度重视人才的培养和引进相结合,提高国际化人才培养和加强前沿学术交流,建立人才培养基地,加强高层次团队建设。用心做好人才培养工作,先后选送王心晨教授等一批青年学者赴日本、德国、美国、新加坡、法国、丹麦、香港等国家和地区学习和开展国际学术合作;积极拓宽引才渠道,搭建聚才平台,优化用才环境,全面推进高层次人才引进工作,从日本、美国、英国、法国、德国、日本、加拿大、香港以及国内高校和科研院所引郑寿添、魏明灯、李朝晖和林梅金等优秀科研人才;做好人才的各项服务工作,工作上压担子,生活上松包袱,“事业留人、感情留人、待遇留人”,切实把人才引进工作落到实处,形成了包括工程院院士、万人计划领军人才、国家杰青、国家百千万人才工程、千人计划以及海外“闽江学者讲座教授”等海内外人才组成的创新研究团队,系统深入开展应用研究,形成了一个基础研究与应用研究紧密结合、开拓进取、团结协作的光催化创新研究群体,在国际上产生了重要学术影响。

学院积极拓宽引进外国智力的渠道,用光催化团队所在基地发展建设吸引更多的外籍专家。依托福州大学“物理化学国家重点学科”,以国家重点实验室、国家工程技术研究中心和中德国际联合实验室的研究平台为基础,不仅为基地海内外团队成员合作创造了优秀的工作平台、实验环境、工作场所,还为基地健康发展提供了人员保障。与本领域众多国际知名的高校及研究机构的知名学者建立了长期、稳固的合作关系:日本Kazunari Domen教授团队(包括Hiromi Yamashita、Tsunehiro Tanaka、Kazuhiko Maeda、Tsukasa Torimoto教授等)、丹麦Chorkendorff教授、德国Würthner和König教授、香港Raymond W. Y. Wong教授等,在学科建设、发表论文、基础研究以及科研项目申请、人才培养和国际交流等领域取得丰硕成果!学院始终用心做好引智项目跟踪管理服务,用国际化要求提升外国专家管理服务水平,为外专配置翻译和助手,积极向符合条件的外籍专家宣传人才政策,为外籍专家在福大的工作和生活提供便利,让外籍专家来榕宾至如归,帮助学校在海外积极宣传人才政策和人才需求,推荐海外高水平人才,推动相关领域开展国际合作交流,与基地合作的外籍专家中有被聘为学校的讲座教授、客座教授,有力推进福州大学国际化进程。

学院通过对各方高层次人才“请进来、走出去、共同做”的方法,组建并成立中、日、德、丹麦等多国联合培养高水平人才的体系,扩大了引智基地的辐射面。基地管理实现灵活的人才政策,建立多元化人事管理机制和人才评价机制,形成定期学术交流互访和仪器设备共享机制,“轻管理,重服务,抓实效”,优先安排基地人员的工作用房及必要设备,统筹安排外专及其助研人员的专门工作场所,优先资助基地所需的各项经费,让外国专家融入团队,带动团队,充分发挥他们的主观能动性,不断凝聚学科队伍,至今已联合培养博士后、博士和硕士研究生10余名,联合创新团队取得了一批具有国际影响力的研究成果,已在国际顶级化学及材料学杂志发表超过30余篇论文,推动跨学科、跨领域、跨国界的大科研协作高端平台建设,合力构建具有世界一流水平和原始性创新能力的光催化学科创新引智基地。

2). FZU-MPICI International Joint Laborary of Artificial Photosynthesis(福州大学-马普胶体所人工光合成国际联合实验室)

International Joint Lab. of Artificial Photosynthesis between Fuzhou University and Max Planck Institute of Colloids and Interfaces is founded in 2009 by Prof. Xin-Chen Wang and Prof. Dr. Dr. h.c. Markus Antonietti, which is focused on the research on artificial photosynthesis. Plant photosynthesis converts solar energy into chemical energy in the form of sugars, cellulose, lignin, etc using CO2 and water as the raw materials. It is regarded as the most important chemical reaction on the Earth, which has inspired the development of artificial versions of photosynthesis, i.e. (1) the splitting of water into hydrogen and oxygen, and (2) the conversion of carbon dioxide into organics via sunlight. An important challenge in artificial photosynthesis is the development of catalysts that should be sufficiently efficient, stable, inexpensive, and capable of harvesting the abundant visible light in solar spectrum. There are countless trials to establish stable systems for this purpose, mostly based on inorganic semiconductors with appropriately engineered band-gap and noble metals to promote the “extraction” of electrons. These materials include metal oxides, (oxy)sulfides, and (oxy)nitrides. Under the joint Lab., we are investigating polymeric and organic-inorganic hybrid materials with controlled nanostructures as potential energy transducers for artificial photosynthesis for such applications as water splitting, CO2  reduction, environmental purification, and organic synthesis.
